140 miljoner till bostadsprojekt i norra Sverige
Att flytta till städerna i Norrbotten och Westerbotten kommer att öka efterfrågan på bostäder. I budgetförslaget avser regeringen att anslå 140 miljoner norska kronor till bostadsprojekt i norra Sverige år 2025. För att bygga hus i etablerade städer och förnya det nationellt vill regeringen också minska lånegarantikostnaderna. Regeringen avser i budgetförslaget att anslå 10 miljoner norska kronor för skuldgarantibetalningar över hela landet 2025.
– Den gröna omställningen och ny industri i norra Sverige är en stor utmaning att tillhandahålla bostäder till alla nya invånare . To support the industrial transition, the government proposes that SEK 1.53 billion be set aside in the years 2025–2028 to facilitate housing construction in northern Sweden. The funds should act as a catalyst for housing construction in the affected municipalities, says Infrastructure and Housing Minister Andreas Carlson.
Large investments and business establishment in places that for a long time have had low or stagnant population growth pose great challenges for community building, not least when it comes to establishment and conversion municipalities, to produce new housing.
– To facilitate housing construction, the government also lowers the credit guarantee fees in establishment and conversion municipalities. A credit guarantee protects lenders against credit losses while at the same time making it easier for construction operators by reducing the need for own capital investment or senior loans. The proposal applies to all establishment and conversion municipalities regardless of where in Sweden they are located, says Infrastructure and Housing Minister Andreas Carlson.
The proposal for subsidized credit guarantee fees involves state aid and may need to be notified to the European Commission for approval before it is implemented.
The government intends to propose this in the budget bill for 2025. The proposals are based on an agreement between the government and the Sweden Democrats.
About establishment and conversion municipality
Establishment or conversion municipality means a municipality in an FA region which, due to started or planned investments and establishments, is expected to need a significant addition of housing, where there is also uncertainty about the future demand for housing due to uncertainty regarding the development of the current investments and establishments and where the production costs for new housing can generally be assumed to exceed the housing’s market value.
